The US Department of Defense Center for Excellence in Disaster Management and Humanitarian Assistance (CFE-DM) is based in Honolulu, Hawaii with a global mission to build crisis response capacity, enhance coordination and collaboration, and strengthens relationships in the field of international humanitarian assistance and humanitarian civil-military coordination. The Center works closely with a diverse group of governmental and nongovernmental actors to enhance the militaries and civilian government agencies' understanding of their role in supporting humanitarian action in natural and man-made disasters.

This position will focus on research and writing disaster management and humanitarian assistance products within the Applied Research and Information Sharing (ARIS) Branch. The Analyst, performs duties associated with coordinating, implementing, and balancing multiple research studies and projects. The candidate will work closely with the team lead to produce Disaster Management Reference Handbooks for select Asia-Pacific countries. The handbooks offer readers an operational understanding of a nation's disaster management capability and vulnerability, vital to a comprehensive disaster management knowledge base. The impact of these products provides best practices and lessons learned for advancement in response coordination. Competitive salary. This is on on-site position that will need to be onsite Monday-Friday between 8:30-4:30. (Ford Island, Oahu, Hawaii)

RESPONSIBILITIES AND DUTIES:

  • Work with a 3-person writing team to research, analyze, and integrate open-source information pertaining to Disaster Management & Humanitarian Assistance (DMHA) for specific countries in the Indo-Pacific Region to create content for Disaster Management (DM) Reference Country Handbooks.
  • Create DM reference handbooks for the Association of South East Asian Nations (ASEAN), Australia, Bangladesh, Brunei, Cambodia, Chile, India, Indonesia, Laos, Malaysia, Maldives, Marshall Islands, Micronesia, Mongolia, Myanmar, Nepal, Palau, Papua New Guinea, Philippines, Singapore, Sri Lanka, Thailand, Timor-Leste, Vietnam, and others.
  • Proofread, revise, and edit research papers for logical flow, clarity, completeness, punctuation, grammar, and content.
  • Support the quality control process by ensuring that documents adhere to client-specific style and content requirements.
  • Liaison with subject matter experts in the field and check that both internal and client comments have been incorporated and addressed.
  • Work with a graphics department to ensure draft meets standards of the final production web and printed product.
  • Research and produce analysis, data, and documents in support of the Center to include internal and external program materials and databases.
  • Coordinates marketing of program as needed (which may include website updates, Liaison Magazine, report and brochure development, and/or outreach to other institutions).
  • Develop disaster response situation reports, information papers, best practices, case studies, and After Action Reports (AARs).
  • Draft and edit applied research studies, professional journal publications, situation reports, disaster management assessments, strategic analysis, academic outreach activities, lessons learned, best practices for disaster risk reduction, and civil-military coordination.
  • Conduct open-source/unclassified and classified data-mining in conjunction with stakeholders, and post final deliverables on CFE-DM website, ReliefWeb, and PreventionWeb.
  • Conduct highly professional communications with academic partners, international organizations, and stakeholders.
  • Support civil-military training, exercises, operations, short/long-term planning, and assessments as part of the USINDOPACOM theatre campaign plan across the Pacific to conduct research, share information, and exchange best practices related to disaster management and humanitarian assistance.
  • Plans, attends, and presents academic conferences and fora.
  • Attend weekly CFE meetings.
  • Update tracker and deliverable items.

  • Minimum Master's degree required in a related field (Journalism, English, Communications, Disaster Management, other)

Minimum Job Requirements:

  • Strong writing and editing skills with the ability to understand DMHA related content, edit for organization and flow, and add value to the usability and quality of the documentation.
  • Experience managing complex research projects and studies that promote civil-military cooperation during humanitarian and disaster response missions and training preferred.
  • Must be able to meet deadlines, commitment to teamwork, attention to detail and follow through.
  • Excellent communication and interpersonal skills and an ability to adapt to change in deliverables and timelines.
  • Good organizational, written, and verbal communication skills in the preparation and presentation of reports.
  • Able to effectively prioritize and work on multiple tasks with concurrent deadlines and demonstrate excellent time management skills and efficiency.
  • Experience with data collection and evaluating results; ability to support process improvement.
  • Strong MS Word skills (experience with formatting, editing, and publishing technical reports, planning documents, or fact sheets).
  • Must be able to speak, read, and write in the English Language fluently.
  • Experience with public speaking, presentation, and facilitating groups.
  • Ability to take direction yet work independently with a high degree of autonomy.
  • Willingness to collaborate with others from different backgrounds, respect for diverse perspectives.
  • S. Citizenship is required, and the successful candidate must be able to obtain a SECRET level clearance.

Salary:

  • Salary will be determined based upon current experience and relevance to the position.

TRAVEL:

  • Up to 15% travel (domestic and international)
