Who We Need

?Sabel Systems is now accepting applications from Security Cooperation (SC) and Assessment, Monitoring and Evaluations (AM&E) professionals interested in providing support services to the U.S. Department of Defense (DoD) under the AM&E indefinite delivery indefinite quantity (IDIQ) contract. Through the Defense Security Cooperation Agency (DSCA), the AM&E IDIQ supports multiple congressional authorities and programs that support the reform of Institutional Capacity Building (ICB) of partner nations' (PN's) ministries of defense. Sa bel Systems requires a Project Manager to support DSCA's AM&E Program, specific to INDOPACOM. This position shall support the design and implementation of AM&E for SC programs, activities, and initiatives by working across DoD and with key interagency and state partners, the broader SC community, stakeholders, and interest groups. Services provided under this position will be performed in Honolulu, HI and require occasional domestic and international travel. This position requires a Secret clearance. This is a full-time, funded position.

 

What You'll Do

  • Act as the Assessment, Monitoring, and Evaluation Fusion Cell (AFC) team lead and apply OSD Policy AM&E guidance. This includes ensuring all required planning and execution tools and products are completed, coordinated, and delivered on time;
  • Manage AFC personnel involved in all aspects of security cooperation activities; organize and assign responsibilities, and oversee the successful completion of all assigned tasks.
  • Assist in planning and coordinating Significant Security Cooperation Initiative (SSCI) proposals as well as tracking the execution and effectiveness of funded proposals by bringing together varied programs, functional SMEs, and Security Cooperation Officers (SCOs);
  • Engage with OSD Policy, DSCA, and Department security cooperation stakeholders on AM&E planning, implementation, and related issues;
  • Travel may be required (~10%); and
  • All other duties as assigned.

Your Qualifications

Required

  • U.S. citizen;
  • Secret clearance;
  • Bachelor's degree in Business Administration, Public Policy, International Affairs, or a related field;
  • Eight (8) years' experience in project management leading multi-disciplinary teams of analysts, and other personnel, including requirements gathering, design, implementation, and ongoing program management;
  • Ten (10) years' experience planning and/or implementing security cooperation programs OR applying subject matter expertise in the following functional areas: developing assessment, monitoring, and evaluation strategies; designing tools for data collection such as survey instruments, data collection and reporting tools, analyzing the resultant data using quantitative and qualitative methods, organizational management of programs rooted in evidence, creating data visualization, and maintaining databases OR experience working on a GCC or other senior-level DoD staff component and demonstrated ability to produce high-level planning documents for senior leaders;
  • Ability to apply government agency regulations and procedures related to controlled unclassified information and foreign disclosure to daily work requirements;
  • Highest standards of personal deportment, judgment, demonstrated organizational abilities, and outstanding communication skills;
  • Excellent oral and written communication skills;
  • English fluency;
  • Ability to multi-task in a demanding, high energy environment;
  • Strong organizational and customer service skills; and
  • Excellent computer skills, including word processing, spreadsheet programs and data base management.

Preferred:

  • Master's degree in Business Administration, Public Policy, International Affairs, or a related field;
  • Ten (10) years' experience in project management leading multi-disciplinary teams of analysts, and other personnel, including requirements gathering, design, implementation, and ongoing program management;
  • Ten (10) years' experience planning and/or implementing security cooperation programs AND applying subject matter expertise in the following functional areas: developing assessment, monitoring, and evaluation strategies; designing tools for data collection such as survey instruments, data collection and reporting tools, analyzing the resultant data using quantitative and qualitative methods, organizational management of programs rooted in evidence, creating data visualization, and maintaining databases AND experience working on a GCC or other senior-level DoD staff component and demonstrated ability to produce high-level planning documents for senior leaders;
  • Demonstrated ability to align needed subject matter experts to identified requirements, such as logistics, human resources, capability gap analysis;
  • Experience implementing change management; and
  • Knowledge of the GCCs security cooperation portfolios and associated planning processes.
